Ways of cadastral assessment legislation improvement

On October 8, 2015 discussion on the subject "Ways of Cadastral Assessment Legislation Improvement" took place in Public chamber. The main discussion was round the bill "About the State Cadastral Assessment" developed by the Ministry of Economic Development of the Russian Federation. Victor Zhurba, the CEO of KPI Holding, the vice-chairman of Chamber of Commerce and Industry Committee of the Russian Federation on business in the sphere of real estate economy participated in the meeting of the Commission on small and medium-sized business development of Public chamber.

The bill assumes the shift of the contractor on cadastral assessment from independent appraisers to subordinated regional budgetary institutions. Also the bill provides cancellation of cadastral assessment works examination, and also the state control over the cadastral cost contest process.

During the discussion Victor Zhurba marked that the legislation on cadastral assessment needs to be changed within the road map implementation of the Agency of strategic initiatives "Improvement of estimated activity". Thus the cadastral assessment contractor change is risky now because in regions there are no experts capable to determine professionally the cadastral cost. Thus it is expedient to assign to regions an obligation for data on real estate objects quality control and improvement.

The draft meeting resolution provides inexpedient adoption of the bill and recommends to continue work on the state cadastral assessment reforming in the stage-by-stage mode.
