In most Russian regions the phrase “industrial park” has already become common and clear: the development of this format started in the middle of 2000s.

Russia has extensive river waterways. Using river transport for some kinds of cargo can be more cost effective than services of railroad or car transport, taking into account limited capacity of railroads and growing tariffs.

Favorable conditions are gradually created for the projects of public-private partnership (PPP) in Russia. Concessional legislation is becoming more flexible each year and begins to adapt to many fields, qualification courses and whole education programs for future specialists are carried out for several years, positive experience of the projects is gained at different levels and in different fields. And though in Russia PPP is in its initial state, in comparison with other countries, it already stopped being a frightening abbreviation.

As a rule, PPP projects in the social field do not make profit and the repayment of the investments is ensured by the government. Preparation of such projects is longer and the total cost of implementation often exceeds the volume of expenses by the government order. Nevertheless nowadays almost all the regions strive to develop objects of social infrastructure with participation of resources of private investors.

Financial institutes for development in many countries of the world conduct their activities with the aim of developing national and regional economies. Mostly they provide their financing for projects that are important for developing high-quality investment and business environment and have social significance, but with a low level of profitability and high risks.
